This paper introduces a designed to extract, normalize, and convert IS2 infrared data into standard JPEG images while preserving perceptual quality and optionally embedding temperature scale information. The proposed converter employs a three-stage pipeline: metadata parsing, radiometric-to-visual mapping, and lossy compression optimization. Experimental results on a dataset of 500 IS2 samples show that the converter achieves 94% structural similarity (SSIM) with manufacturer’s proprietary software output and reduces average file size from 12.4 MB to 0.31 MB.
